Don’t have time to explore the USTOA’s site, but I’m betting the difference is that on a tour you, well, tour — that is, you move around. A package, you can sit tight — drinks and rental car are included with your hotel room, but you don’t tour.
You get a package for a resort in Cancun or you hire a guide and tour the Yucatan Peninsula. I prefer tours.
